BACS38P straps are commonly used in avionics installation platforms are intended to install systems supported from stringers.   They are designed to prevent moisture ingress into insulation blankets when used with the proper BACBW10DZ washers.  When installed on a stringer, the attachment and strap shall withstand a min 75 lb tensile pull in the applicable shown.
